What is the level of alcohol that is usually present in victims? Is there a correlation with the legal limit?

This varies by victim and circumstances. The information is collected routinely and we report it routinely. Our analysis indicates that the best way to look at alcohol use is simply to identify if alcohol is used at all.

Who decides which victims are tested for the presence of drugs? Are there consistent criteria used?

Individual coroners and medical examiners make decisions based on their own criteria.
