The newsletter says IVDRS is being phased in over five years – does that mean all of Illinois will be covered by 2012?

Yes, with continued funding, we aim to collect statewide data within five years.

Why would the phase in take five years?

Data surveillance and linkage is time consuming, especially when the information being linked is in different formats. Some of the information gathered for IVDRS is in paper reports and the data is abstracted manually. This is very time-consuming. Over time, as data providing agencies upgrade to electronic records, IVDRS will be fully electronic.
